The Scientific Committee of the State Key Laboratory for Biology in Plant Diseases and Insect Pests, SKLBPI, convened the annual meeting for 2016 and the inaugural meeting of the 6th Scientific Committee in Beijing on 28 April, 2017. Members of the Scientific Committee including Academicians FANG Rongxiang, XIE Lianhui, KANG Le and WU Kongming, Investigator QIANG Zhenhong from the Division of Research Bases, Department of Basic Research, Ministry of Science and Technology, Deputy Director LIU Shuang from the Division of S&T Platform, the Department of Research Management, CAAS, DG ZHOU Xueping of IPP and the director of SKLBPI, and DDG ZHANG Bujiang were present at the meeting.
Prof. ZHANG Jie, DDG of IPP, chaired the opening ceremony. Mr. ZHANG Bujiang delivered a welcome speech on behalf of the supporting institution. Academician FANG Rongxiang, the director of the Scientific Committee, chaired the meeting. Prof. ZHOU Xueping reported the work progress focusing on the period of the 12th Five-Year Plan. Prof. WANG Guirong, the deputy director of SKLBPI, presented a seminar entitled the Molecular Mechanism and the Application of Insect Olfaction Coding. Investigator QIANG Zhenhong, whereafter, introduced the improvement and the optimum to the assessment work finished during the 12th Five-Year Plan. He pointed out that the assessment to SKLBPI achieved good results. This was not easy under the current new situation. He extended further requirement and expectation in the optimization and integration of experimental bases, the management of the innovative mechanisms of SKLBPI, the cultivation of young leading talents, etc., for the next phase. Deputy Director LIU Shuang affirmed fully the assessment results that SKLBPI obtained during the 12th Five-Year Plan and stressed that the Division of S&T Platform, the Department of Research Management, CAAS, would increase the supporting strength to the work in SKLBPI.
The members of the Scientific Committee and the consultants spoke one after another. They all indicated that under the situation of assessment policy reformation, SKLBPI still obtained good results. This showed that the orientation of SKLBPI was scientific and the work result was significant. The members of the Scientific Committee put forward the following suggestions: 1) Accurately grasp the orientation of SKLBPI based on the development of the disciplines and well complete the construction plan of SKLBPI; 2) Stick to the incorporation of basic and applied researches, continue to play important role in agricultural production and solve further the practical problems emerging from the production; 3) Aim at the demands of the national strategy and continue to strengthen the construction of experimental bases and equipment platform; 4) Reinforce the introduction of talents and training of young people and take into account of the introduction and training of interdisciplinary talents; 5) Reinforce the construction of research teams, esp. first class research teams.
Finally, Director ZHOU Xueping announced the inaugurating of the 6th Scientific Committee and read the appointment approval of the 6th director of SKLBPI and the director of the Scientific Committee from the General Office of the Ministry of Agriculture. Dr. ZHOU issued the certificates to the new director Academician FANG Rongxiang, deputy director Academician WU Kongming and consultant group including Academician XIE Lianhui, etc., and issued the certificate of honor to the members of the 5th Scientific Committee.
More than 60 people including the members of the Scientific Committee of SKLBPI, the consultants and part of SKLBPI staff were present at the meeting. This meeting played important role in guiding the development of SKLBPI.
