Working Conference (2017) of MOA Subject Group for Integrated Crop Pest Management was held successfully in Kunming on 21-23 March, 2017. Academician CHEN Jianping from Zhejiang Academy of Agricultural Sciences, Director LI Shibao from the Department of Science and Technology Service，Center for Science and Technology Development, MOA, Deputy Director General WANG Pinghua of Yunnan Department of Agriculture, President LI Xuelin of Yunnan Academy of Agricultural Sciences (YAAS), and DDG ZHENG Yongquan of IPP were present at the conference. Director ZHENG Chuanlin, the Department of Scientific Research Management of IPP, chaired the opening ceremony.

President LI addressed the ceremony on behalf of the host institution and welcomed and congratulated the convening of the Conference in Kunming. He briefed as well the general information of YAAS in his speech. DDG ZHENG Yongquan spoke on behalf of supporting institution, IPP, and the Key Laboratory for Integrated Crop Pests Management, MOA. He thanked the supports from the member institutions of the Laboratory and hoped that the member institutions implemented well the tasks of the Laboratory according to the program of the Subject Group. DDG WANG Huaping greeted the participants of the Conference on behalf of Yunnan Department of Agriculture and briefed the development of agriculture in Yunnan Province.

Director LI Shibao spoke on behalf of Director ZHANG Zhenhua of the Division of Technology Introduction and Condition Construction, Department of Science, Technology and Education, MOA, and congratulated the convening of the Conference and conveyed the new idea of the Department of Science, Technology and Education, MOA, on the development of the Subject Group and the requirements of construction of subject groups during the 13th Five-Year Plan. Director LI introduced the results of assessment for the MOA key laboratories/stations during the 12th Five-Year Plan, summed up the success of subject group construction, posed problems existed in key laboratories during the 12th Five-Year Plan and expectations for the construction and development of key laboratories during 13th Five-Year Plan. He asked the Subject Group to adapt to the new situation, clarify new tasks and redact well the program of subject group construction and assignment of key laboratory/station construction for the 13th Five-Year Plan. He said that we needed to pay attention to cooperative innovation, strengthen joint work, probe actively the effective measures that could be used in cooperative innovation and complete the operational mechanism and management mode for the cooperative innovation. We needed to reinforce operational management, raise the level of construction, intensify the consciousness of responsibility of the supporting institutions and key labs/stations and reinforce the institutional improvement, he said. Director LI asked to manage the work of subject group through norm of science and to guarantee the operation of subject group work effectively.

Based on the notification on redacting the construction program and assignment of construction for MOA key laboratories/stations during 13th Five-Year Plan issued by MOA, the Subject Group invited 11 experts composing a demonstration group for the construction program. Academician CHEN Jianping was assigned as the head of the demonstration group. The demonstration group listened carefully the reports on the construction program of the Subject Group and the assignment for the construction of key labs and stations and discussed fully on the program and the assignment. The demonstration group agreed the construction program and passed the argumentation in full accord. The demonstration group argued that the targets of the construction program were explicit and the content of construction was innovative and focused on main plant protection issues in agricultural production. The program proposed a new direction that researchers solve problems existing in plant protection with quick effect; producers manage risks in a package and consumers benefit from green food for a life time.

DDG ZHENG Yongquan summarized the meeting. He asked staff in the laboratories and stations to revise the construction program and the assignment according to the suggestions from the demonstration group and to highlight the regional features of the individual laboratories and stations. He hoped that the Subject Group could fully play the role of platform and leading in operation of the Subject Group. The member laboratories and stations in the Subject Group should communicate well and step further up during the 13th Five-Year Plan, ZHENG said.

The Working Conference was organized by MOA Subject Group for Integrated Crop Pest Management and hosted by MOA Kunming Scientific Observation Station for Integrated Crop Pest Management. More than 120 participants from the Scientific Committee of the Subject Group, directors of the laboratories and stations, leaders and experts from the supporting institutions and invited institutions, attended the Conference
