2016 Working Conference of MOA Subject Group for Integrated Crop Pest Management and the Meeting of Scientific Committee was held successfully in Nanchang, Jiangxi Province, on 5-7 July, 2016. Director ZHANG Zhenhua, the Division of Technology Introduction and Condition Construction, Department of Science, Technology and Education, MOA, Academician CHEN Jianping, the President of Zhejiang Academy of Agricultural Sciences (ZAAS), President MA Yanbo and Vice President ZHANG Aimin, Jiangxi Academy of Agricultural Sciences (JAAS), Director XIONG Mingmin, the Division of Science and Technology Platform, Department of Research Management, CAAS, and Director General ZHOU Xueping, IPP-CAAS, were present at the Conference. Director CHEN Wanquan, the Key Laboratory for Integrated Crop Pests Management, MOA, the Executive Deputy Director ZHENG Yongquan and the Deputy Director WAN Fanghao attended and hosted, respectively, the Working Conference.

President MA addressed the Working Conference on behalf of the host institution. He welcomed and congratulated the Conference and its convening in Nanchang. President MA briefed also the overview of JAAS. DG ZHOU made a speech on behalf of the supporting institution of the Subject Group, IPP-CAAS. He expressed his gratitude to MOA for establishing the system of subject groups since this built a platform to exchange and collaborate for all the Chinese professionals in the areas of plant protection. Dr. ZHOU hoped the participants of this Conference to inter-evaluate the construction work of the Subject Group for Integrated Crop Pest Management in the 12th Five-Year Plan, to sum up the experience and to put forward suggestions to the construction of the Subject Group in the 13th Five-Year Plan.

Director XIONG introduced the general situation of the evaluation to the construction of key laboratories of MOA during the period of the 12th Five-Year Plan and the basis of evaluation. He emphasized that the summing up of the work and the inter-evaluation was to evaluate the Subject Group work completed during the 12th Five-Year Plan. The purpose of the evaluation was to summarize experience, to find out problems that might exist and to improve the work. Director XIONG asked the member institutions of the Subject Group to score for other institutions’ work based on the facts so as to promote and improve the work together.

Director ZHANG spoke on behalf of the managing institution of the Subject Group. He highlighted that MOA paid high attention to the construction of MOA Subject Group for Integrated Crop Pest Management. MOA expected the Subject Group to push further convergence and cooperation during the 13th Five-Year Plan on the basis of interior fellowship. Director ZHANG introduced the focuses of science and technology in agriculture in 13th Five-Year Plan and pointed out that agricultural science and technology needed to face the frontier of the international research and the demand of the nation, to serve the agricultural production, to strengthen the independent innovation and to transfer and use the research achievements. The focuses and the direction of agricultural science and technology need to be optimized, the function widened, the capacity reinforced and the management consummated. Director ZHANG introduced briefly also four aspects of the important work in agricultural science and technology during the 13th Five-Year Plan, i.e., the national innovation alliance in agricultural science and technology, action of enhancing the competitiveness in agricultural science and technology, long-term and groundwork in agriculture, and key laboratories of MOA.

The Work Conference invited Academician CHEN Jianping and Prof. FANG Jichao. They spoke, respectively, on Probing ideas on the construction of towns with agricultural characteristics and Outbreak mechanisms of rice planthoppers in middle and lower reaches of Yangtze River and the sustainable control technology. The speeches were applausive among participants due to the rich content and the quality of instructiveness and academics.

In order to sum up systematically the subject group construction of MOA key laboratories, the Working Conference implemented the inter-evaluation to the construction of the Subject Group during the 12th Five-Year Plan according to the notice from MOA. 47 chiefs from key laboratories, professional (regional) laboratories, industrial laboratories, and scientific observation stations reported the work finished in developmental positioning, contribution and effect influence, team construction and talent training, resources sharing and operation situation, conditions of R&D and system culture. The work was inter-marked within the Subject Group. Executive Deputy Director ZHENG summarized after the inter-evaluation. He hoped the member institutions in the Subject Group to learn from the colleague institutions and to aim at the evaluation indicators to work better towards an even better subject group during the coming 13th Five-Year Plan.

Director CHEN hosted also the Enlarged Meeting of Scientific Committee, the Key Laboratory for Integrated Crop Pest Management, and released the scores of the inter-evaluation. The members of the Scientific Committee and the expert attendees spoke out freely about the programme of the Subject Group construction during the 13th Five-Year Plan, the regulations of laboratory evaluation and collaborative research and innovation, etc. They offered valued advices and constructive suggestions. These provided important ideas for the Subject Group in the construction of the laboratories and collaborative innovation during the 13th Five-Year Plan.

The Conference was sponsored by the Key Laboratory for Integrated Crop Pests Management, MOA, and hosted by Nanchang Station for Scientific Monitoring and Experiment on Crop Pests, MOA. More than 130 attendees, including the members of the Scientific Committee, the directors of the laboratories and stations, leaders and relevant experts of the supporting institutions, invited leaders and experts, etc., were present at the Conference.
