In order to improve the ability of financial management and lift the capability of supporting scientific research, DDG ZHANG Jie led three staff in the Department of Financial Management, IPP-CAAS, visited the China National Rice Research Institute (CNRRI) to investigate and exchange experience in financial management on 23 June. DDG FANG Jun of CNRRI, Mr. LI Guorong, CNRRI’s DG assistant and director of the Department of Financial Management, and Ms. GE Aijuan and Mr. CAO Guoqiang, the deputy directors of the Department of Financial Management, CNRRI, received DDG ZHANG Jie and the IPP colleagues.

DDG ZHANG Jie expressed first the purpose of this visit, i.e., to learn the advanced experience and methods in the management of finance from CNRRI so as to strengthen the service of IPP staff in finance management. DDG FANG Jun greeted DDG ZHANG Jie and IPP colleagues and pointed out that the Government made higher new requests to the management of finance in research institutions in recent years. The mutual learning and exchange was necessary as sister research institutes in CAAS. He hoped that the two institutes could learn from each other and promote the improving of finance management. Director LI Guorong introduced in detail the information of the finance management at CNRRI, esp., how they served the researches at CNRRI. The first was to make the internal regulations for finance management and to standardize the management of funds; Secondly, they promoted the informatization of the finance management so as to realize the real-time control of research project budget and to improve the efficiency of expense reimbursement and the examination and approval; Thirdly, the financial staff took part in the process of the compilation of project budget, the management of budget implementation and the final project measurement so that they could serve efficiently the expenditure of project funds; Fourthly, there was a clear division of the internal work within the Department of Finance Management. During the discussion, the financial staff in both institutes exchanged and discussed deeply the problems encountered in financial work.

After the discussion, three financial staff from IPP visited the financial office to understand further the particular cases. The financial staff at CNRRI presented the query of budget execution, asset management and repayment of official credit card, etc., through software systems. Both sides exchanged also the details like setting-up accounting mode, the process of expenses reimbursement, etc.
