On August 28, 2016, National Natural Enemies Insects Science and Technology Innovation Alliance of China was established in Jinan, Shandong Province. Institute of Plant Protection (IPP), Chinese Academy of Agricultural Sciences (CAAS), serves as one of the deputy director institution. Vice President of CAAS, Academician WU Kongming, and Associate Counsel of the Department of Crop Production, Ministry of Agriculture, Mr. CHEN Youquan, attended the founding conference. Director of Plant Protection and Quarantine Office, Department of Crop Production, Ministry of Agriculture, Mr. NING Minghui chaired the meeting.

In his speech, WU Kongming summarized the developing stages and regulations of scientific research and industry of natural enemy insects, both in China and abroad. He pointed out that our country has entered a new stage that ecological security has received much more attention and green prevention and control technology of plant diseases and insect pests was implemented in agriculture. The biological control, including natural enemy insects, has entered a good development period with the promoting of reducing pesticide usage. Vice President WU outlined successful cases of natural enemy insect application, such as trichogramma and aphid parasitoid wasps. He also indicated that establishment of National Natural Enemies Insects Science and Technology Innovation Alliance of China is a system and mechanism innovation, and some problems in natural enemy insect including overlapped and dispersed researches, weak innovation ability, disconnection between research and industry need to be solved. Upstream and downstream problems in natural enemy insects industry need to be considered comprehensively, as well. The Alliance has to combine various strengths, including research institutes, companies and government, make a community of interests and fate, to connect the development of natural enemy insect industry with the alliance, and explore a way to boost science and technology innovation by using market-driven. In addition, Vice President WU also made a presentation on Advances in the Overseas Migration of Agricultural Insects.

CHEN Youquan pointed out that establishment of National Natural Enemies Insects Science and Technology Innovation Alliance of China has a vital role and a profound effect in agriculture development. Firstly, it is beneficial for promoting the research, development and application of the natural enemy insects, gathering resources, concentrating forces and dividing of responsibilities, and speeding up the development of innovative technology and achievement transformation of natural enemy insects. Secondly, it could facilitate the development of plant protection project in China, and improve the application of natural enemy insects and the developing level of green plant protection. Thirdly, it could accelerate the transformation of agricultural development modes, and the achievement of reducing chemical pesticides utilization by green control technology, with the supports of building demonstration bases by cooperation of new agriculture managing bodies and unified prevention and control service organizations. Lastly, it could also promote the development of modern agriculture and the construction of ecological civilization. The Alliance not only could serve the agriculture, but also make a service for pest control of forestry, grassland, wetland, water source, surroundings of the community and fragile ecology areas, and exert positive effects on the construction of ecological civilization.

It is reported that National Natural Enemies Insects Science and Technology Innovation Alliance of China was established by the supporting of the Department of Science, Technology and Education, and the Department of Crop Production, Ministry of Agriculture, according to the general framework of National Agricultural Technology Innovation Alliance. It was led by companies, and supported by research institutes in techniques. Shandong Lubao Technology Development Co., Ltd. serves as a director institution; IPP-CAAS serves as one of the deputy director institution, and another eight research institutes and six companies which produce natural enemy insects are also participated in the Alliance.

IPP-CAAS participated actively in the preparation of the establishment of National Natural Enemies Insects Science and Technology Innovation Alliance of China. Dr. CHEN Hongyin and Dr. ZHANG Lisheng attended the founding conference bringing over living natural enemy insects, artificial diets, products packaging, brochures, academic monographs, CCTV feature film and pollution-free agricultural products.

Over 140 representatives from the Department of Science, Technology and Education and the Department of Crop Production, Ministry of Agriculture, Shandong Provincial Department of Agriculture, the National Agro-Tech Extension and Service Center, CAAS, Zhejiang University, Beijing Academy of Agriculture and Forestry Science, and Guangdong Academy of Agricultural Sciences participated in the meeting.
