Inspector LIU Yan from the Department of Science, Technology and Education, MOA, came to IPP to do training
Ms. LIU Yan, an inspector from the Department of Science, Technology and Education, Ministry of Agriculture, came to do training to scientists and administrative staff at IPP on 23 January, 2017. The topic of the training presentation was Post-reform period-Challenges the research institutions are facing and corresponding approaches. DG ZHOU Xueping chaired the training. Academician WAN Jianmin, the vice president of CAAS, DDGs ZHANG Bujiang, QIU Dewen, ZHENG Yongquan, ZHANG Jie and SHEN Yinshu were present at the training.
Inspector LIU Yan pointed out that the past decade was the best decade for work of science and technology in agriculture in China. Through adjusting the structure of scientific research and launching projects based on the regions where the project targeted and steady support to experts, the researches provided technical reserve for the structural reform of agricultural industry in China and updated the mode of scientific research in agriculture. LIU analyzed that large amount of capital from different sources started to get into agriculture along with marketization and internationalization of the development of Chinese agriculture. The agricultural enterprises had been developing and maturing. The object of agricultural scientific and technological service had changed from individual small farmers to specialized cooperatives, family farms and agricultural enterprises. The demand of agricultural science and technology had expanded from increase of yield and income to process design of the industry and comprehensive solutions. During the post-reform time, the science and technology in agriculture needs to focus on transformation, potential exploiting and innovation and to search for new growth. To achieve these, the first was to aim at poverty relief based on the industry, LIU said. She pointed out that we could implement scientific and technical research aiming at elite small farms, small pastures, small featured individual workshops and small featured small business. Secondly, we needed to focus on the national agricultural demands in the Belt and Road. Thirdly, we needed to coalesce positively and deeply with main market players, such as agricultural enterprises, and upgrade competitive capacity. Fourthly, we needed to implement basic public service functions of fundamentality, strategy and perspectiveness. Inspector LIU’s presentation contained strong policy consideration, enormous information, and rich content. It was a good guidance to researchers and administration staff in their scientific and technical innovation and administration at IPP.
More than 160 staff were present at the training including research staff, post-doctors and chiefs in administration departments.
